Texas Abortion Travel Soars as State Ban Takes Hold

Since Texas enacted one of the nation’s strictest abortion bans in 2021, the number of Texans traveling out of state for abortion services has more than quadrupled.

New data from the Texas Health and Human Services Commission (HHSC) shows that in 2023, at least 7,844 Texans obtained abortions outside the state—up from 1,712 in 2021 and 4,718 in 2022. Meanwhile, in-state abortions have plummeted, with only 62 reported in 2023, nearly all for medical emergencies or to protect the mother’s health.

📊 What the Numbers Mean

The HHSC’s figures come from a voluntary national reporting system, so the actual number is likely higher. The Guttmacher Institute, which tracks abortion access closely, estimates about 35,000 Texas residents traveled out of state for abortions in 2023.

Top destinations include:

  • New Mexico: 14,230 Texans

  • Kansas: 6,620 Texans

  • Colorado: 4,440 Texans

  • California: 3,310 Texans

Other states combined account for around 6,300 Texas residents seeking abortion care.

Kansas, in particular, has seen a massive increase—in 2022, nearly 3,000 Texans obtained abortions there, marking a 1,178% jump from 2021.

🌎 What’s Driving This?

The dramatic rise follows the August 2022 implementation of Texas’ trigger law, which banned most abortions after the Supreme Court overturned Roe v. Wade in 2022. With abortion also banned in neighboring states Arkansas, Louisiana, and Oklahoma, Texans are forced to travel farther—often across multiple state lines—to access abortion care.

HHSC doesn’t track Texans who travel internationally for abortions, so those numbers remain unknown.
