These restrictions have made it difficult for healthcare advocacy groups, like Florida Decides Healthcare, to push for Medicaid expansion votes. The group had aimed to get the issue on the 2026 ballot but now faces delays as a federal court case challenging the new law is set for trial in January.

Meanwhile, over a million Floridians remain stuck in a healthcare coverage gap—they earn too much to qualify for Medicaid but cannot afford private insurance. Florida is one of only ten states that has yet to expand Medicaid under the Affordable Care Act, missing out on billions in federal funding intended to improve healthcare access for low-income residents.

Advocates warn that without Medicaid expansion, many Floridians will continue to face barriers to affordable healthcare, and the state’s refusal to act leaves vital federal resources unclaimed.
