Governor Kathy Hochul has announced preliminary approval for $188 million in funding aimed at transforming healthcare services across New York State. This investment will support seven hospitals and healthcare partnerships, with a focus on enhancing the delivery of care in underserved areas and reinforcing the resilience of safety-net hospitals.

Healthcare Safety Net Transformation Program

The funding is part of the Healthcare Safety Net Transformation Program, launched in the FY25 Enacted Budget. This program encourages collaboration between safety-net hospitals and healthcare providers to improve care coordination, expand services, and streamline operations. The New York State Department of Health will work closely with recipients to refine their plans and ensure successful implementation.

Approved Projects

The following projects have been preliminarily approved for funding:

  • Jamaica Hospital and Memorial Sloan Kettering Cancer Center: A $188 million initiative to create the “Comprehensive Cancer Program of Queens,” including a new Radiation and Infusion Therapy Campus at Jamaica Hospital. The project will improve cancer care access in Queens and connect patients with specialized treatments at Memorial Sloan Kettering.

  • Glens Falls Hospital and Albany Med Health System: Modernization of Glens Falls’ emergency department to improve care delivery, including integration with Albany Med’s electronic medical records and expanded stroke care services.

  • Kaleida Health and Rural Hospitals in Western New York: Expansion of Kaleida Health’s network to partner with Olean General Hospital and Bertrand Chaffee Hospital, plus upgrades to electronic medical record systems and infrastructure.

  • St. Barnabas Hospital, Cityblock Health, and Union Community Health Center: A collaborative effort to serve approximately 35,000 Healthfirst members in the Bronx, with a focus on improving behavioral health services and upgrading St. Barnabas’ emergency department.

  • Montefiore New Rochelle Hospital and Westchester Community Health Center: Strengthening of Montefiore New Rochelle’s Maternal and Child Health program, including the modernization of its maternity and postpartum unit as well as the Neonatal Intensive Care Unit.

  • UVM Health Network and Champlain Valley Family Center: Improvements to behavioral health services and a reduction in emergency department use in the North Country, alongside efforts to enhance the financial sustainability of UVM Alice Hyde Medical Center.

  • Mary Imogene Bassett Hospital, Otsego County Ambulance Services, and Noble Health Services: New partnerships aimed at increasing emergency transportation availability, improving communication infrastructure, and modernizing pharmacy operations.

A Continued Commitment to Strengthening New York’s Safety-Net Hospitals

Governor Hochul remains committed to supporting safety-net hospitals, recognizing their vital role in providing care to vulnerable populations. In response to the high demand for the Healthcare Safety Net Transformation Program, the Governor plans to allocate additional funding in FY26 to expand these partnerships and further enhance the state’s healthcare system.
